Hundreds of commercial owners attended a hearing December 1st to voice concerns with the implementation of the City’s waste hauling program, RecycLA. BOMA testified that distance and access fees have significantly increased the cost of waste collection, while customer service has worsened. Also, many members want diversion reports which are currently not available from haulers.
For the past several years, building owners and managers who have converted to using LED lights have experienced the first wave of benefits provided by LED Lighting - energy savings. A well designed LED retrofit or tenant improvement project can cut energy consumption by 50% or more, reducing operating costs and improving net operating income.
CITY OF L.A. WASTE HAULING PROGRAM UPDATE
The biggest water decision of this generation of Southern Californians was reached October 10th as Metropolitan Water District’s Board of Directors voted to support a state-federal project to modernize the state water system and help improve supply reliability for the Southland. Metropolitan’s board approved the district’s 26 percent share of financing the California WaterFix project as well as moving forward on a governance structure to build and finance the $17 billion project. Metropolitan’s share is about $4.3 billion.
For many building owners and managers, the decision on the lighting control systems used in tenant improvement projects has been left to the tenants. However, in the past few years, Title 24 regulations requiring continuous dimming, daylighting, plug load control and demand response have increased the cost and complexity of lighting control systems in commercial office space. The increase in complexity has led some owners and managers to begin to enforce building-wide standards.
Members of BOMA/GLA’s Sustainability Committee were briefed this morning by members of Mayor Eric Garcetti’s staff regarding the Building LA Forward program. Its goal is to encourage buildings of all types to integrate advancements and innovations in design, engineering and construction, and take advantage of our buildings’ ability to improve our environment.
Under the City of LA Existing Building Energy and Water Efficiency Ordinance (EBEWE), owners are required to create the initial 2016 Benchmarking Report by November first. To comply, the property owner must enter whole-building electricity, gas, and water data for calendar year 2016 into Energy Star Portfolio Manager, then submit the Benchmarking Report to the LA Department of Building & Safety.
Due to many questions arising around the new waste hauling franchise in the San Fernando Valley, Councilman Mitchell Englander has asked Waste Management Inc., the contracted provider, to hold regular office hours in his Community Service Center in Chatsworth.

The W2 Water and Waste Challenge is a two-year initiative to encourage commercial real estate practitioners to benchmark water and waste consumption and associated costs, and to implement common practices to improve water performance and reduce waste.
Town Hall meetings were held in Downtown and the West Side last week to provide details of the program and an opportunity for members to ask questions of Bureau of Sanitation managers and waste haulers. Over 70 members attended these events.

The California Energy Commission staff asked to meet with our members to share information about the Title 24 Part 6 state energy standards and how owners can impact the 3-year process for their development. In July, Amie Brousseau of the Cal. Energy Commission met with the Sustainability Committee (in photo above), providing an overview of the Energy Commission’s purpose, the code update process, and important tools available to commercial owners and their consultants.

A few years ago, the County sought to impose parcel “fees” to fund the proposed “Clean Water Clean Beaches” program. The County withdrew that effort in the face of objections that the proposed “fee” would be an illegal “tax.” Now, under the rubric of “Water Resiliency,” the County has sought to sidestep such objections and impose a new tax or fee.
The Metro Board of Directors unanimously approved a plan on July 27th to transition its entire bus fleet to be 100 percent zero emission electric by 2030. This ambitious plan would require the purchase of more than 2,200 vehicles while monitoring the continuous advancements in technology. According to the Southern California AQMD, a transition to zero- and near-zero emission technologies is necessary to meet 2023 and 2032 air quality standards and 2050 climate goals. Metro approved this plan in an effort to meet these standards and improve the air quality in the Los Angeles basin.
